Seat Capacity of airlines is decreasing mainly in regional routes, as airlines shift to smaller aircrafts and decrease or suspend their regular flights. On the other hand, chartered flight is drawing attention as a solution to this issue. In the end of 2008, Ministry of Land Transport and Infrastructure (MLIT) significantly relaxed the restriction on chartered flights for inclusive tour fare (ITC). Corresponding to this movement, Japan Association of Travel Agents (JATA) set up “Charter Coordinator” to promote the use of chartered flights. Mr. Junzo Hikita became the Charter Coordinator of Outbound Travel Division on 7 June, and we interviewed him to have a better understanding of his position.
